Massive AI Failure

I just had a game ruined by seven of the nine AI players failing to do *ANYTHING* for the first 14 turns of the game. They are comatose. No building, no research, nothing. I have the TDM Mod Pack 1.72 installed. Two of the AI players are playing just fine. Has anyone else had this happen? How do I fix this?
