 I think that has already been done before. (By some people who had little understanding of metal. It was hilarious).
 Regarding your question. I think it is, declare war, wait, wait, issue attack orders, fight. But I usually try to clarify this when somebody declares war at me or when I declare war with them. I don't really mind if somebody tries to sneak in an additional turn. I'll just spend the turn moving more troops over.

 It's a good idea to make it clear when you make NAP 3 and when you declare war say which turn is weapons free.
 The games I've been in go by 3 full turns, so if you send a pm declaring war 10 minutes before turn is hosted, I don't believe that counts as a full turn and the countdown should start next turn.
 
 Basically either pm them before they take their turn or better yet send them ingame pm where they are guaranteed to see message at the start of the turn, in which case it's declare war (1), wait (2), wait but issue attack order(3), FIGHT(4).
 
 Or just go FIGHT(1).

 I REALLY hate the way people treat NAPs online.  
 If I turn down an NAP prior to running into you, that does not mean I want war.  If I turn down an NAP when the only message I receive is "NAP3?" it does not mean I want war.
 
 Also, if I sign an NAP with you, that does not mean that we should no longer talk.  It means we are agreeing not to go to war currently.
 
 The lack of diplomatic decorum in game drives me nuts sometimes.

 Well, I agree that messages like "NAP3?" are tacky. I try at least to wrap them up in some semi-in-character language, even if it boils down to the same thing. And I'm usually willing to talk, though not always as prompt as I could be about it.
 But, since not agreeing to a proposed NAP really does mean, "I want to be able to attack you on a moment's notice", it's not surprising that people treat it as a declaration of war. I've gotten away with it playing a water nation, but that's a special case. Hard to attack and vulnerable when they do.
