Population
I found a facility ability whith a fuction not known by me.
The name of the ability is "Change Population - System". What does it do? And how does it work?
Oh, and how can I enlarge the max population I can have on a planet with a facility ability, is the forementioned the right one?

the ability you found is usually used as a "clone" effect. for example if you give the ability a value of 10, then EACH !! planet in the system will get another 10 million more people, this is NOT percent-based. If can even be used to lower the population by a certain amount.
About your other question: There is no way to increase / decrease the maximum population EXCEPT the home atmosphere changing thingy.

Depending on the value you give it, it can increase or decrease the population in a system each turn.

Ah yes, the ability from the Cloning Plant.
There is no way to "enlarge" a planet to accomodate more population?

Not in-game or by facilities, but the racial trait of Advanced Storage Techniques *does* give additional population room by 20% IIRC. But that's in the game setup so it may not count....
..of course all you posters knew that anyways...
