Can you give Ministers to a spending limit?
In larger games, I want ministers to upgrade my facilities when I get new technology, however, if given free riegn, THEY will spend everything they can, leaving me (the now impotent one)with nothing to spend on the fleet (the best part of the game).
Can the spending on facilities be capped?
I think this is really important, as I have to turn off my ministers to get around this.

Not that I know of at least. But if I could give my ministers an allowance I might actually give them something to do as well. All they do know is... well, nothing.

A "resource spending priority queue", like the one you can now set for repair jobs, would be a very nice touch, IMO.
In such a case, you could put "ship-building" at the top of the list, making sure the ministers' demands were taken care of only after your shipyards got supplied.

A queue would do part of the job, but I still think an overall budget limit is needed. (probably as a percentage of the total each resource) Acutally, doing it by each resource is a good idea, as some resources get real scarce, and I might want to keep them secure.
I like to keep some "money" in reserve for special occasions.
Has anyone from Shrapnel or MM looked at this message? What do you think?
