scenario idea
I´m thinking about building a scenario game for the single player, but i need some advice in how to build it... but first my idea:
20 Empires:
4 Master Scientists (Maxed Tech, only home system colonized but whitout ring or sphereworls)
4 Master Engineers (Starting tech, only home system colonized, but with a sphereworld and 2 ringworlds in it)
12 Master Strategists (Starting tech, all the systems the empire can grab before getting in contact with another empire colonized).
I´m thinking to create the game by steps: first creating the sphere/ringworld systems with the map editor and assigning the equivalent empires to that systems (with the correct type/atmosphere for the selected race), then i would play all the empires until the Scientists maxed tech and the strategists colonized all the planets they can before reaching other empires borders... the strategists and engineers would not have any research, the scientists and engineers will not colonize outside the home systems and there will not be any kind of inter-colonization...
All contacted races will have a Non-Intercourse teatry set among themselves (or a No Tearty would be better? ideas?)
To set everything in the way i´m trying to build this scenario i would have to spend a long time to set everything... i´m calculating that the most time-consuming task would be to the scientists to max out tech and i would like to know if there is any way that i can speed up the game setup...
Other thing i wish to know: if the Scientists start the scenario with maxed out tech, would they continue to build research centers in new colonized planets?
Assume that i will use TDM races for the game... what races would be best in what roles (Scientists/Engineers/Strategists)?
Would it be a fun and challenging game for the single player? Assume you can trate the scenario in any of the 3 roles...
Any additional ideas?

I guess the AI would stop building research centers, but I wouldn't know for sure (setting up a mod might be better to make sure Scientists do not have access to research centers).
You should put one planet in the Scientists homesystem with a silly number of ruins (500 or 1,000). This will give them the whole tech tree at once, without having to do any kind of research.

Thanks for the hint Alneyan! and if you didn´t suspected i had this scenario idea from the Nearly Gods game in PBW...
I was fooling around with the map editor and i´m thinking about changing the game races roles a little, by creating an additional class: Guardians
I´m thinking about creating the quadrant with 4 big clusters where you will have 1 Scientist, 1 Engineer and 2 Strategists in each cluster then i would have 4 special systems that would connect the clusters and in these systems i would put an Neutral with maxed tech and a ringworld, and these neutrals would start the game At War with everybody...
So the scenario would have the following races:
4 Scientists
4 Engineers
4 Guardians
8 Strategists
Since i decided now to mod the game to make the scenario (using the TDM Modpack as base), i´ll edit the Scientist races so they don´t build research centers and i´m thinking about excluding stellar manipulation techs that mess with warp points (Openers and Closers) so if you conquer you cluster you would need to defeat the guardins to access other cluster...
My doubt is, how i make the Guardian races never accept any teatries and immediatelly declare war against anyone new they encounter?
BTW: the scenario would be No Intel and no Tech Trade

First, you should temporarily change your mod so that mineral miners produce 100000 per turn, engines provide 30 movement, and research facilities produce 1000000 points. Add a zero to the SYs so they build colony ships instantly.
Vroom and zoom, nothing will take very long.
When you're done, set the numbers back to normal.
If only the guardians are AIs, you could set the MEE point to 0%. Since everybody still alive has more than 0% of the 2nd player's score, they should all be declared MEE.

In fact all the empires will be AIs since i´m creating the scenario to be single player, allowing the player to choose among Scientists, Engineers or Strategists (Guardians are AI only)
I´m in doubt: how i select an AI to be neutral (i.e. don´t be able to leave the home system)?

You cannot designate an AI as neutral. Neutral AI players can only be created "randomly" by selecting the appropriate game setup option. They will be created Last and take the Last four start positions you have marked in your map. Their empire setup can only be controlled by the appropriate AI_General files, which I don't quite remember the location of, and I'm not on my home computer where I can check right now. To make them declare war on everyone, you will have to modify the AI_Politics and AI_Anger (not quite sure that's exactly correct) files that go along with the AI_General files.

I believe the Monsters cannot make any sort of treaty, so you might wish to use their Politics/Anger/General files. The Monsters are available in the Devnull mod. What I am not sure is if the Monsters make treaties with other AIs by default; I think they do not, since monsters are fighting one another in a PBW game where they are featured.

The AI stops building research centers when it has no technology to research. Look at high tech start games. They have all techs, and do not build any research centers.
