 IIRC it doesn't block shots directly, but does provide a precision penalty.

 The penalty only applies to the attackers of course, right?
 
 If this is true, does anybody knows how big is this penalty?

 I havn't noticed a penalty, and I bring lots of archers to seiges. If there is a penalty, I think it's quite small -massed archers still owrks very well, especially since troops bottleneck in doorways and get slaughtered.

 |  Yep. I think that walls should block at least 25% of the arrows, also it should give a higher precision penalty. [In fact there is any precision penalty at all now regarding walls?]
