Multiplayer icon question
So I'm currently engaged in my first mp game and have a question regarding the significance of an icon that I've only run across in mp. After you sign on to the server and enter the passcode for your nation, it then goes to a screen that displays all of the flags for every nation in the game and has an x through nations that have yet to take their turn, etc. Under the flag for my country, there is always an icon that appears to be three chain links running diagonally. I initially assumed that it merely indicated what nation I controlled, but it has since appeared once or twice under other nations, so I am left with no clue as to what it actually means. Any assistance in this is appreciated.
