Default Damage shields (Fire Shield etc)

Does the affect from damage shields like fireshield occur before or after the attack?

Edited post title and added a clarifier to make the thread subject a little more obvious ~Edi

Good question. As far as I know, petrification is the only damage shield that occurs before the hit roll -- this is fairly clear because it can kill an attacker who doesn't even make a hit roll (fails his MR check against Awe, so no swing -- but has to make an MR check against petrification anyway -- fails, boom ~999 damage).

I have another question: if the damage shield comes from a shield item (eg Charcoal Shield), does the defender have to block an attack with the shield to trigger its effect? What about reverse effects that don't duplicate a spell, like eye shield, vine shield, etc.?

AFAIK, yes. I remember using a basalt king with one in an EA Atlantis game.
