can leaders become better?

I have one question concerning the quality of leaders when the unit get experience rank in campaign(normal-veteran-elite...)

Do their abilities improve ?

Now I am talking about the command rating(inf, art, armour) and rally. I remember that in the original SP game their rating stayed the same, but in my current campaign as USSR, I think the more experienced units have better leaders as the time progress. I do not keep notes so far though.

It all improves,As for HQ, has no armour, so keep it safe

Yes they do track a unit like say your HQ, all stats gradualy improve inc exp it does not just jump to veteran or elite status the game just reports these milestones at 80, 100 exp

So they improve a bit after every experience gain?
