Heretical Sceptics

I now own (Arco) Sceptics. For the purposes of preaching/lowering dominion, assuming he is in an unfriendly province:

1. Does he have exactly the same effect as a priest would if preaching?

2. His info shows: "Heretic (3)". Does that make him the exact equivalent of an H3 priest?

In which case, although compared to an H3 priest I realise he cannot actually preach to raise inside my dom nor bless in battles, he is actually a rather better than most nations' cheap priests at enemy-preaching?

Heretics reduce all dominion toward 0. Their heretic rating is a passive ability that funtions similar to the Preach ability of a priest.
