Pangaea

Playing LA Pangaea (SP, CBM). Bit lost on summoning beasties:

I have Carrion Woods Global cast
I build Carrion Centaurs
I have cast the occasional Construct Manikin/Mangragora
I have my Carrion Centaurs cast Reanimate in provinces

I'm getting highly diminishing returns in the undead beasts turning up, i.e. down to like 1 per turn! I realise the population is dropping. I see lots of corpses, but that doesn't seem to make any difference, I thought that would be relevant? Am I doing anything above that is contradictory?
