Default Who can be Red? Who should be Red?

I am wondering who is represented by the Red flag in SPWWII. The reason I ask is because I have the goal to play a 10 scenario campaign as each flag. With Red I'm not sure who that can be. I would like to know because I look up the Wikipedia page on that country's contribution to WWII and then tailor my buy based on that so I can be historically correct.

I think with SPMBT it is supposed to be the fractured Balken states (e.g. F.Y.R.O.M., Kosovo, etc.).
