Data Issues
So I have two installs of SPWW2 in two different locations. In one I am suspecting I have some type of data issues (when I load a specific scenario in the editor and go to the Infantry purchase screen (has happened with both 9/39 Poles and 9/39 Russians) and go to the second page to purchase something and when I first click on a formation the game crashes). The same exact scenario does not behave this way in the other install and works as expected.
So my question is since I suspect some kind of data corruption on one of the installs, if I reinstall the latest patch would that fix it?

Did you install them outside the windows managed folders - e.g. to c:\game1\ and C:\game2?
If you install to a windows managed folder then it will squirrel away any updates to your windows persoanal profile folders, which causes problems with file management.

I did install one of them out of the windows managed folder. That is the one that is now suddenly crashing on me, I have used it for literally years, but something seems to have caused it issues. I think I am going to reinstall in another different directory as well.

Yeah that may have hosed some things...will running the patch fix things or should I just do a reinstall?

I would be inclined to re-install where we suggest but using another name...winSPWW2_2 is simple enough
