Diplomacy Question
Hello you guys,
I'm playing SE4 since about 4-5 months. I have a problem which bothers me a lot:
When I'm at war with a civilization which is far behind in technology and strenght and is about to loose the war/game, I'm sometimes offering peace (trade treaty/non-agression pact) to this civilization just to focus my concentration to another civ or problem, but this civ is refusing my offer! Again, the civ is loosing the war, lost about 90 % of all its plantes and ships and does not have any chance to survive the next 4-5 turns but is refusing my peace offer! Why is the AI that stupid? Sometimes I'm demanding the surrender instead of offering treaties, but it's about the same. Can someone tell me why this happens and how do I change the AI to a more accurate one. Instead of offering peace, try asking them to surrender. The AI's will do it if they're being beaten badly enough (and often less badly than you describe). That way, you get the war ended and their worlds and ships besides.
EDIT - I see you tried surrender. In such a case, just ignore them and foucs on the greater task at hand. Some AI's are unfathomable (especially if the Anger settings are really messed up...). Perhaps the same reason why Saddam didn't surrender?
Are you the Mega Evil Empire of your game?
The best questions:
Would you Surrender to him if your positions were reversed?
After years of war with positions reversed, would you trust him to not use the treaty to bypass your remaining defenses and slaughter your people?

You have to have a period of peace (no combats) before they will accept any treaties. It varies depending on the race, but it is typically 10-30 turns.

Try to change the following lines in the AI politics.txt file:
Turns Since Last War Before Friendly Treaty := 15
Accept Treaty Base Anger Level := 30
Accept Treaty Anger Modifier Per Other Wars := 30
Accept Treaty Anger Modifier For Percent Stronger Player Amount := 50
If you decrease the turn number (even to 0) and increase the other values, especially the Last modifier for stronger player, you might get what you want. However the race will accept then treaties with every stronger player, not only when loosing a war.
This is a know problem of SE IV and should be improved in SE V IMHO.
For the surrender again in the AI politics.txt file:
Score Percent To Accept Demand your surrender := 1000
Will Accept From Friend Demand your surrender := False
Will Accept From Enemy Demand your surrender := True
In this case the AI will accept your demand of surrender if your score is 10x of his. If the Last line is "false", they will fight till the bitter end!

Along those lines, you said you had other races to worry about. Maybe the AI stubborness is there to provide a challange. You've beaten them to submission, now when you turn your back, they grow to become a threat again.
