Using Intelligence to Cripple human opponent
Guys,
I'm a bit behind in the research on weapons in a game I am playing against a buddy. I am ahead of him in intell, I'm only 13 turns away from getting Level III intel so I was wondering how I could use these nice level III techs to even the game up some. I just grabbed one of his hi-tech ships with an insurrection (I love this game) so I will scrap it to get some of his high-tech stuff.
So if anyone knows which of the level III techs are the most effective and which targets I should apply them to please feel free to give some suggestions.

I'd use Communications Mimic to get him in wars with each and every AI, starting with his best treaties and working my way down. Not only do you give him lots of other things to worry about, the lack of income from the now-missing trade & research etc. treaties will mess up his economy.
And remember that you can target Communications Mimic on either him (naming the other AI second) or the other AI (naming him second), whichever has fewer counter-intel points (which is very likely to be the AI).

i am in a simul-turn game, and i recieved two Messages from the same AI in one turn. is that possible, or is someone comm-mimicking them to me?

Do be sure to pick the analyze option, not the scrap option.
Puke, I think you got comm-mimicked. As far as I know two Messages in one turn is not possible. If one is a declaration of war then it's a comm-mimick for sure.

If you can grab his ships close to one of your space yards your level 2 Intell project is the best. YOu can get a lot more tech levels by capturing his ships (if he is higher tech than you in more than one area) than by just intelling his tech levels directly. Of course this won't get you all those nice facility upgrades if he has them. About the only intell I use (except counterintell) is the crew insurrection and the puppet political parties.

Does a Comm Mimic actually change the diplomatic status? For example, if you send a (human) player a fake declaration of war from his ally, and he moves his fleet on to his ally's planet, what happens? And what if he doesn't interact with that ally, what happens then? Do the results persist indefinitely?

I have every intention of analyzing that guy's ship. He has the contra engine and type V slug cannons. I have only Type I (I've gone the fighter route, he's gone the cannon route).
Tell me, just what does "political parties" do to my victim? Are there some places it willwork better or conditions that could facilitate its success?

Puppet Political Parties is a level 4 intelligence project (the only one, I believe), and it causes entire planets to either join your empire or form their own empire. Nothing messes someone up quite as badly as their homeworld defecting. ;-)

Why is it that you get new tech when you capture ships but get no new facility tech when you capture a planet?
I know this was in MOO/MOO2. Strange that SE4 doesn't have it. Anybody know if they plan to add this? I sure hope so. It would add a ton to the fun factor, IMHO.
