Default Drone Uses

I had an idea and I would like to share it with everybody:

I wanted to model a "shuttle" transport, that is some kind of small cargo carrying craft to deliver small cargo items to ships from planets or bases, something like the C-2 Greyhound transport aircraft used in aircraft carriers.

So I created a big (55 kT) fighter class vehicle and a suitable cargo carrying component
(a cargo pod). But then, I learned that the only units that can carry cargo are drones... So, my shuttle concept was dead...

But then I had another idea: Can be drones be used to transport troops from a big troop transport ship to an enemy planet to invade it? Like some "planet landing craft". Will the drones drop troops when arriving to a planet, or will they crash destroying themselves and the cargo carried? They would be one use only shuttles, but they may be useful to keep troop transport out of harm way when you invade a defended planet, this way the hull space can be used for other things instead of armor or shields.

I will test the concept in a game I am playing but it will take some time till I research the technologies necessary. Anyone know if the idea will work? I will thank any info about this.

But I know it is written in the explaining part of the Vehiclesize.txt file:

"Units should not carry cargo (unless a drone)"

Is this true, or it is a lefover from a previous Version of the game?

A quick way to test things is to start a game with all tech availible (High tech start) and 10 good starting planets.
Then you can build almost everything fast.
