As it stands right now, I don't think you can do that based on the cargo. You could assign it a generic boarding defense value, but it would defend even if the bay was empty.
BTW did you ever play GS3?

I think I disagree with this premise. Cargo, is not "combat ready", and thus, should not be able to mount a defense. Fighters, for example, as cargo, are packed for transport. If they were combat ready, they'd be in launch bays. I don't think that cargo should be capable of defense. Any weapons and equipment needed to do so would not be readily available.

Lerchey, why can't you design these fighters like instant noodles (no I'm not kidding!)? The major trend in the aviation industry right now is the emphasis on cutting maintenance time and cost. Who knows what will be the result 3 hundred years later? There are combat aircrafts designed to be deployed from a packed crate in 20 minutes already, and I'm sure they can do a lot better than that in 300 years. You can probably just kick the thing out the back of your transport by then and everything else will be done for you automatically and quickly...

LOL...okay, now THAT was funny! Actually, I kinda doubt that even if they decided to break out the fighters, they could fly 'em around the cargo hold strafing boarding parties.
Unless you're the Trade Federation from Star Wars and have that kind of space.
