		It's fairly simple (if not directly routed).  
 
1) The post number is a link to the post with the question. You left-click on it to go there. 
 
2) You do have to scroll down to the end of that post to reach the question, which is preceded by bold text identifying the question for MP players.

		Arralen: Depends entirely on what you are getting for it. Many nations base much of their tactics on capitol-only commanders or troops (Ti'en Ch'i, anyone?). 		There is a protection, which is to have a not too bad dominions. Who would even think to cast it, if there is only 40% of success (dominions 6) eg. 
 
There are more potents effects, for less that 150 gems in Dom. For what its worth, my (humble) opnion is that the spell is OK.

I've had games where I had over 300 water gems stockpiled - I definately would've considered 150 gems for a 40% chance of destroying, mmm, Pythium's capitol, thus almost de facto ending the game for them.  Of course, it would've been difficult to get the level of water magic required with a non-water nation. 
 
Destroying a province, domes not protecting it, etc, is simply something I would _not_ want in the game.  One turn you're cruising along just fine, the next your capitol sinks into the water, killing most of the mages you probably have stockpiled there, the magic items that were on them, and destroying any capability for recruiting capitol-only mages or units. 
 
Worse, there's no effective counter for it save "Keep your dominion extremely high".  All other spells, domes can help against, having a fort can help against, having your mages fire/cold immune can help with, etc.

		Sinking 150 gems for a chance to destroy an enemy's capital is a no-brainer. 
On the other hand, anyone who cannot keep a domain of 5 in his capital  
deserves to lose it. 
 
Furthermore, I would gladly give it a try even to kill whoever wields Mage  
Bane, the Aegis, or the Stormsword.  No, I have never had 150 water gems lying 
around, but I would also never had 550 astrals lying around if I had not been 
stockpiling them for an Astral Vortex. 
 
In any case, the discussion is moot.  Dominions II engine cannot comfortably 
support this spell.  If it makes its way into Dominions III, it would mean that 
there will be a dozen other spells that will use the engine's new feature, and 
then I am sure there will be counters.  For example, if you do not want your
