That's because "green" terrain is the default for those two players and no matter what may you pick, if you are in the summer months you'll get a "green" version of that map. The reverse applies to nations that would normally default to desert terrain. If you enter one of the European maps ( 119 for example ) you will get a desert version of that map. This actually extends the usefulness of individual maps quite a bit when they can do double duty like this ( try US Army vs Germany in January then choose map 12 and you'll get winter in the "Middle east" )
The game takes it's cue for the map type from the two opponents not the map itself. Map 12 was designed for the "Middle East" but it only displays that way if the two nations default to middle eastern battle locations and US Army vs Germany doesn't.
If you want to battle US Army vs Germany in the desert the simplest solution is to either use a desert map from the custom folder or go to the editor first, create a desert map then save it and load that when you set up your game
