The point is at how many points stuff can go wrong. The most simple operation (swinging a sword) requires a minimum of 4 rolls. Then include stuff like random events (on the strategic map), random paths, etc...

This isn't to say that luck is a major factor in winning a game, but that it can be very annoying (or it was to me, at least) when the "wrong" random thing happens.
