the 1st one cast will go up, and every one cast after that will try to displace an existing global. The order will be randomly determined, so there is no way of knowing who will get the free slot.

Is the one that goes up in the empty slot dispellable immediately? I.E. is it an "existing global" on the turn it's cast?

IIRC, dispel actually targets enchantment *slots*.
So if you cast dispel at the global in slot 4, and it is replaced before your dispel goes off, the new global in slot 4 will be targeted instead.
