It is Dutch for a resident of the province Limburg in The Netherlands. For people living above the 'great rivers' in Holland (Limburg is located in the south of Holland, above the rivers is the North) it also stands for 'dumb person', also called 'Limbo'. I however do not see the relevance here. Maybe Lord Kodos could elaborate?
