You do have to sell the entire formation to get points back. When you do that, you are selling the equipment and the crew.
Any change within a formation will cost points without anything in return, but you are keeping your crew and putting them equipping them differently. Because the equipment is different, their experience will take a hit, but it only seems to be in the range of a 10-15% drop.
As far as "downgrading", I don't believe the game recognizes the changes as such. To you, it might be a "downgrade", but to the game it's just a "change" and that change will cost you points.

Now the question.
If you upgrade a damaged unit I think repairing it first is wasting points as it will still cost the same.
I actually prefer to save my points & upgrade a whole formation at once rather than doing piecemeal.
So if new tanks available I do not buy till I can replace the entire formation rather than having a mix in transition phase.

Selling is a completely different operation from repairing or upgrading.
Selling gives you the buy points back, but deletes the experienced crew.
Even if a unit was "destroyed" - there is a small chance a survivor of the original crew can remain to make up a more experienced new crew than just a bunch of newbies. Especially if there is a crew unit that survived the unit's destruction.
If you are going to upgrade a unit, then there is no point in repairing it first if it is damaged. Just do the upgrade.
If you upgrade the same unit more than once in the same repair session, you have wasted points and also the quality of the crew may have gone down several times as you confused them with 2 or more retraining courses. So don't change your mind.

You don't get points back if you downgrade. You've replaced existing equipment. If it's cheaper that's irrelevant

I was trying to figure out how to sell the unit but I couldn't. I tried clicking on it when it is showing on the unit list but that didn't work, unless I did it wrong. Can you explain how to do this?

To sell a formation, go into Expand Core in the Repair Screen. Click on any formation on the right side of the screen and you will get a message that asks if you want to delete that formation. Just enter Y or N.
You can't sell any single unit out of a formation if the formation has more than one unit in it, i.e. you can't make a 5-tank platoon a 4-tank platoon by selling one tank. If it only has one unit, you are effectively selling the formation.

The exp loss is 4 for units with exp 6x~80 (including 80) and 5 for units with exp 81~9x. So I guess it is 5%, round up. Maybe for an elite one will cost 6. I will check it when I have a chance.

I've got another Pbem campaign question. We are playing a pbem campaign, 21 battles, may '41 until april '45, Germany vs USSR. Realism preferences all 'on'and Player preferences all 100% or XXX. We set for the first battle the battle points at 7500, map size 120 - 120.
We have just started our 5th battle. Alle battles were a draw (sometimes with more points for Germany and visa versa).
Before the start of a new battle when you can repair, change equipment and expand core. We can't expand our core more than 200units. I know the game supports a max of 500units per side. So why are we limited to a max core of 200units? How can we change this in the campaign?
+ another question is it possible to change or give names to companies?

You don't. The maximum size for a core is 200 units. The remaining 300 is for support troops use.
Nor can you rename formations.

I'm curious as to what do you mean by renaming formations? I've remamed Units with no problem, usualy HQ units, to what unit it Commands, eg: Able Coy HQ, Bravo Coy HQ and so forth. As for actual Formation name changes doable though the MOBHACK but for PBEM both sides must have the exact OOB's, plus it is time consumming plus it effect all games.
Personally I have a PBEM copy and what I call a MOD copy where I do all my fiddling around, even though you can switch things around. I deleted stuff several years back that took months to generated now I back anything up 3 different ways.
