		Yes, but not easily.  If both mods alter the same data file(s), you'll have to do some copy-and-pasting.  Then you'll need to make sure that things don't contradict.  Could be very messy. 
 
If they don't alter the same files, then you could just install one over the other.  If you list the mods you want to combine, I'm sure someone can tell you if it's reasonable.

		That's what I'm doing. There are bits and pieces in every mod that I like and hate, plus some ideas of my own (Like a total rework of ground combat for example). Considering that this is my first modding project for SEIV it will probably take me a few more months before it is ready. I'll need to build a new ship set and maybe even AI too to show off the new features. If you just want to mix races from Gold CD - 
that should not be a problem. Simply unzip files into the same picture/races folder. The best solution is to use TDM-Mod pack and add other races to it. 
 
However, you must be catious with P&N mod, Proportions and Devnul mod. They are genuine mods that change a lot of data files. The rest of Gold CD is based on vanilla SEIV and fully inter-mixabale
