When FOO is spotting is there a higher hit rate?
I have another newb question. When FOO is spotting is there a higher hit rate? And would you recommend buying one, when playing LP?

A FOO calls arty faster than A0 and faster than an ordinary CO.
A FOO has less scatter - whether the mission is blind or observed.
As you add FOOs, the count of pre-registered targets goes up a bit.
So - what reason would there be to not have at least one FOO if you have arty assets in your force?.
And most definitely as part of your core, the first item I always buy before any others is an FOO (so he is immediately under A0 on the list - easy to find!). The second thing I buy is my core battery, then my core mortar platoon. I want experienced arty assets.
Experienced FOO (+ experienced firer) = less delay in calling indirect fires.

I'm playing a scenario with 2 FOOs, B0 and S2. B0 has an artillery command factor of 58, S2's is 65. When B0 calls in fire on a new target there's a delay of 3.0, S2 calls in with a delay of 3.3. Based on their artillery factors I would expect the opposite. Does their position in the command hierarchy affect the delay?

Offmap = longer delay than an on-map element.
Experiencecounts as well as art command, and both sides of the pair involved count (firer and observer) as previously advised. So look at the firing unit's statistics as well.

Dont take as gospel but I think artillery command effects the damage caused & possibly grouping of the shots.
Unit experience effects the call time.
This applies to both the spotter & the firing unit & are the major factors after unit type.
Experience also effects off map units counter battery fire, far more likely to happen if unit is exp 80+

B0 experience is 61, S2 is 64. There are 3 firers, 1 on-map and 2 off-map. I tried calling fire with B0 and S2 for each of the 3 firers. The on-map firer times are B0 2.4, S2 3.0; the off-map times are B0 3.0, S2 3.3. Both off-map times are the same.

That second observer is in a MG Company which means it was added in afterward and replaced a Rifle Section and when scenario designers play "switch out" with units like that odd things can happen. Right now FOO S2 is being commanded by a MG section and is of lower rank than B0.
If you see a higher rated FOO getting slower response times in a purely generated battle let me know.
The scenario has been corrected
