Dominions 4 is under development and it has now got a web page here that hasn't got any useful information yet, but it will come.

You're making assumptions that CBM is somehow the standard vision of what Illwinter wants. It is not.
About the only CBMish thing that has been done is that some summoning spell costs have been drastically altered so that they are now viable choices for use of gems and mage time.

I was checking up on the Dominions 3 Steam Greenlight status today (they are up to 782 comments) and checked the Steam forum. Someone there mentioned Dom 4 was in development 
BTW, Dom 3 is $7.49 at GamersGate today (daily deal).
