Atrocities Star Trek Mod Bug/Feature?

Hi,

At the risk of a good flaming, is there a bug/feature in the Atrocities Mod that prevents the population minister from doing his job?

I've built transports, selected transports minister in the minister window, and turned on minister control on the required ships, but they all sit there dead in the water.

Can anyone tell me what I'm doing wrong?

Thanks for posting this. If it was a bug it would have been a big one.

When ever you find something wrong with any mod PLEASE post about it. That is how we fix them.
