CI points are consumed starting at the rightmost CI project and proceed left during a turn. Having the weakest CI project at the right is a good way to use those points without having them wasted. Hopefully you have at least a couple CI of projects going at all times with your points going in to a CI project of the highest available level. It's bese to have the leftmost CI project be of the highest available. When a CI project on the right is empty, you can safely delete it and replace it with one of the highest rating.
