I just think that there should be some sort of negative effect from using these sort of weapons. If you build one of these you certainly have the resources and the time so there needs to be a downside.

It's more of a suggestion for SEV. Empire wide Happiness Modifiers and the happiness ability able to be placed on components

I think it would make things interesting.
