That halves the amount of income from provinces while the amount of income from events stays the same. The effect is also very different with 10 or 20 provinces, because order gives income from all provinces while there are only few more events.

Also, the fact that Abysia is heat-dependent might have affected it somehow. I'll test is quickly myself and post the results.
