How to use emergency propulsion?

My ship ran out of movement so I tried to get some extra movement by using the emergency propulsion component. I had to look around to find the command. I clicked the "Cargo Order" button, then "Use Component", and then selected "Emergency Propulsion" but nothing happened. No extra movement was gained and the component was not destroyed. Is this a bug or am I doing something wrong?
