Trades and Gifts

We are trying to trade planets and ships between partners in a multi-player game, and out of 10 attempts hardly one is succesful. The Messages simply never arrive.

What are we doing wrong? Is there a secret to succesful trading? Is it a bug? Or is it a feature (communications are not 100% reliable? I don't think our enemies have developed intelligence yet).
