Is there a mod that allow equal starts for all?

Hello all,

Is there a mod, that would allow every one an equal starting position, where the GM can make sure all the homeworlds are exact, and where there are an equal mix of each type of planet for the players to find?

We need a version/mod that takes luck out of the game, and gives planning a premium result.
