Sneaking through a province with a stealth penalty as large as the one you accumulated was pretty much begging to be discovered. And our province was captured by that army.
I regard sneaking scouts around as no violation. A full army is another matter, as it's likely to be discovered and the discovery results in a meaningful conflict.
Pythium will accept that the commander in question was disobeying orders in seeking to invade our territory, and will take no further action against him or Eriu (at this moment) if he manages to leave sovereign Pythian lands alive.
