yeah, I don't know if I'm going to go as far as restrict to breathables only, but you're usually guaranteed a standard mix of rock-ice-gas planets (usually 40-40-20 percent, if I recall). Setting it to only colonize home TYPE shouldn't change the early game (because that's all you'd be able to colonize anyway) but you would, hopefully, be more apt to share systems with other players.
It would be interesting if, for instance, a gas player spanned the territory of two rock players. The rock players are at war, but both could be allied with the gas player. He could try to play peacemaker, or aid the side of the rock player that would be most able to aid him against his own gas-opponents.
