Well in the user-added map there is Alexander for 15 player

It has:

247 land + 43 sea.
Fixed start positions: 13 land starts and 2 sea starts.

Actually we are 13(11 land + 2 water) I think this would fit.

Or, Glory of the Gods (multiplayer) has:

No fixed starts.
