Question about barges...

Well this is bit stupid question but do I have to buy barges and barge transports separately until I can use them? I noticed recently that my barge transports were "empty" (at least they didn't seemed to include barges) as I got my troops into shore of wide river. I admit that I have played river crossings very seldom (maybe I must try them more to gain experience

)... Is this made by purpose or some kind of bug?
