The mouse over will only report
ground height.
Cover height has never been reported to the end user - vegetations, trees, buildings etc. all have an
additional "cover" height that works to block LOS, and a density value that affects how LOS penetrates the cover.
However, the effects of cover can easily be seen by generating a visibility scan from a unit. The buildings (ground level 10) will block LOS as will trees at a nominal 10 GL, but plain ground of level 10 will let LOS through.
