Open the game's manual (on the help tab of the game launcher, press the game manual link, which opens it in your default browser). Search the text for "Georgia" and you will find various references in there.
in the
CD Extended features section:

Release History section, as one of the bullets there:

New features are always announced in the
Release History section of the manual, latest version at the top of the list. Thus the release history is the goto place to see what has been added over time.
Therefore - I am guessing that its most likely that you only have the free demo of the game.
Or if you
do have the CD extended version, then you may be trying to set up a battle outside of Georgia's dates (i.e. before may 1991).
