That can't be it, Gold Patch 2 definitely works on v1.60; I installed it the same way.
My v1.67 PBW game hasn't upgraded yet, so I haven't been able to test that, but both of the solo v1.67 games that I've tested so far loaded into v1.78 with no problems.

The patch would have overwritten anything that changed between v1.67 and v1.78; I'm baffled as to why copying the v1.67 files had any effect at all.
