P&N for v1.78?

I'm not quite sure how far along the PBW Version is...

I do know that I have yet to:
- go through and rebuild the weapons. This will have to wait for the next public patch, though
- Add some racial traits (Gun Nuts! )
- Copy in the legacy facilities from v2.6
- Rebuild the mine warfare system. (little to no sweeping, much fewer mines, and maybe lower mines-per-sector)
- anything else in my to-do list.

So, considering that the first item isn't worth doing until the next patch, and the only other major item is the mines thing, plus the fact that you guys really want it... I'll try and put it together this week.
