You can't randomly get a heavy-mount IDV in the earlier game and you can't stick a heavy mount on a LC.

Hmm, no.
For example, if I analyze a ship with armor, I do get the tech regardless whether I have Chemistry or not. |

You get the tech, but you can't research it any further until you research Chemistry. I guess it doesn't make sense to get Chemistry from Armor.

While I agree it does not seem to make much sence, I suspect it is for play ballence. That would be a Huge gift if it gave you the Tech tree as well as the Tech.
