Brown-Dwarf planets question

i made a quadrant mod for personal use a while back. i had lots of little rock moons, which gave the rock players a leg up. i balanced it by making gas giants bigger, and balanced that by adding more small and tiny ice worlds on the outskirts of most star systems. if you are going to gain rock/gas brown dwarfs in 1/20 of your systems or so (or whatever), then it can be balanced by adding some more ice worlds in the outer rings of the systems.

but since the things are fairly hot compared to most planets that I have lived on, I would be hesitant to let in any icy ones.
