How many holo deck failures that almost destroy the ship does it take before someone decides to turn the FU#&*%# thing off!!??

They try. But then the holodeck blocks the command or reroutes power from somewhere else.

If they didn't have a holodeck or transporter, they'll have to invent some other unreliable piece of equipment that frequently has weird malfunctions; a lot of the episodes have stories that rely heavily on holodeck and transporter problems!
