I think orbital planet movement would be impractical in SE4 and would not improve the game, due to the small, square system size.

If it can be included in SE5 with a bigger system map, then brilliant, but not SE4.

Planet movement according to planetary engines would be very cool. In fact, it would be very very cool.

If you had another black hole somewhere, wouldn't gravity pull each one toward the other? So you could just create and destroy black holes right in front of the one you wanted to move to start it in motion.

I agree the planetary engines would be super cool. Especially on a ringworld or sphereworld.

No. Electromagnetic radiation cannot escape from a black hole. The tractor beams would also most likely be sucked into it as well.
