Which intel project will cause a planet to join me, Anarchy Groups or Puppet Political Parties? I have used both at the same time, and have stolen planets OR had the planet form a new empire. Is that a random event, or can a "foce" a planet to join me? The problem is that I don't know which project causes which desired result.

Puppet Polictial Partys Causes a planet to join you or form a new empire. They will also form a new empire if the get angry enough. Also will happlen on random events
