It's an optical illusion.
The human mind craves order. It will find patterns where none exsist and create recognizable pictures from otherwise unrelated dots. Did you see the devil face in the smoke coming from the twin towers? It was a lot more clear of an image then your cat's eye here. So was the Mars face I mentioned before. That one still creeps me out even after I know what it is. Stuff like this happens all the time. It's interesting to look at and talk about, but it's very simple to explain really.
