Well, a planet consist of many squares. When the game calculates if the ship is in the weapon's range it uses the square of planet which is nearest to the ship. However the range penalty is calculated always from the top left corner square.

I had noticed something similar to this. Basically, a while back, if you had CSM II and a planet has CSM I, you had an easy time glassing the planet -- your ships just stay out of range on strategic combat and pound it without counterattack.
I've noticed now you on tactical you can't target a planet with CSM II, unless you are well within range of CSM I.
I've got a feeling this is more of a feature than a bug, but hey, if it's not in the list of things fixed in a patch, then maybe MM doesn't know about it and would like to fix it.
