and it's kinda strange that they do, since they do have cloaked scanning ability.

This only works in human-controlled tactical combat, right?
PvK Sending a suicide fighter and then using the Combat Replay should be working I suppose. (Perhaps not with a drone though, as you cannot control them)

Ya, I know you can see cargo in the replay, but as far as I've seen there's no way to see the facilities, except maybe in the simulator (or human-controlled tactical mode?).

You see the same things in tactical as you do in the strategic replay, except for the orders to issue and all.
