The text in that window is way too large and around 40% of the stuff that should be there gets cut off. Go get WinRar and you can see what it should look like.

Switch to either normal XP or classic settings and then back to your theme. Perhaps some font size thing has played havoc with text box settings in the programs you mentioned.
Back in Win98, I had changed the size of menu bars and it caused the small icons (like those in system tray) to get a bit larger like the minimize/maximize/exit buttons, but lose their colour resolution.

SE.net was down for a few hours (three or so), now it is up again. This link is working fine for me, so I would assume that was also your problem. (SE.net was down at the moment of your post)

I think you have to change the fonts used in your Windows. You can do this in the "Properties of Display" dialog in another subfolder (forth tab from left to right, sorry, don't know the English tab name) and there the "advanced" button. The fonts used are Tahoma (8 points) and Trebuchet MS (10 points). Maybe some of these fonts are missing in your Windows or you might have to many fonts to display all of them correctly (never heard of such a problem in XP, so).

I only have a couple of extra fonts installed at this point. Unfortunately, I tried replacing the Tahoma font already, but XP's stupid file protection garbage prevented me from doing it. I even tried changing all the fonts in the display properties to Times New Roman, but XP still would not let me delete the Tahoma font.  Also, the problem persisted when I used the Times New Roman font.
